It is NOT “online for free”. What stupidity. What is the advantage of preventing the dissemination of information?
Walter, even your introduction seems to be behind the subscription wall.
However, looking through the titles and summaries, it seems surprising that no one has addressed the moral hazard and other issue created by government construction of levees and managment of the Mississippi flow in ways that have resulted in the steady erosion of barrier islands, bayoos etc., and increases in risks.
