It might seem strange that German political economists were advocating trade restrictions to solve the problem of German out migration, but there you have it. The idea here was to prop up domestic wages via high tariffs on imported goods, thus encouraging workers to remain in the country rather than leave for better opportunities. Mises as present by Hulsmann seems to accept that starting premise of this argument — the notion that the German nation would be better off economically if it retained its expanding population.
