I seem to inhabit that precarious middle ground between what my concience tells me (my libertarian desire to see the very entity that employs me disolved and replaced by thousands of tiny independent commonwealths) and the reality of the statist world (It’s big, it just gets bigger and more dangerous all the time, and it controls me)
My contribution to the decentralization process would be to devise a system of defence for the post-U.S. America. In a nut shell, think of Greece in 490 B.C. economies of scale aren’t exactly needed for defense

Negroni asserted that if rank disappeared the quest for promotion motivated by pay raises would also disappear.

Under his system military pay would be a function of years of service.

Negroni’s system should be applied to national Civil Service and civil service retirement be merged with Social Security.

Efforts to join “the ruling elite” because that’s where the money is would would disappear.

Federal employees finding these changes unbearable will be welcome to join the private sector.

I don’t remember seeing any feedback on Negroni’s recommendation. I know the Air Force still has rank.
