Eh. Off duty, I try to live as civilian as possible. I seem to inhabit that precarious middle ground between what my concience tells me (my libertarian desire to see the very entity that employs me disolved and replaced by thousands of tiny independent commonwealths) and the reality of the statist world (It's big, it just gets bigger and more dangerous all the time, and it controls me)
My contribution to the decentralization process would be to devise a system of defence for the post-U.S. America. In a nut shell, think of Greece in 490 B.C. economies of scale aren't exactly needed for defense

I hear ya, E-8 is waay deep into non-comm land.

I thought that you, more than likely, had a B._. degree, thereby, a pass into the O- world.

Was more wondering if you would answer to the posit. So, now do we address you as Lt. ??

In the early 70's an Air Force Officer named Hector Negroni wrote an article, published in -- if my memory is accurate -- Air Force/Space Digest, recommending that all rank other than Commander be eliminated in the Air Force and the rank of Commander be be used only by the leader of a unit. Negroni asserted that if rank disappeared the quest for promotion motivated by pay raises would also disappear.

Under his system military pay would be a function of years of service.

Negroni's system should be applied to national Civil Service and civil service retirement be merged with Social Security.

Efforts to join "the ruling elite" because that's where the money is would would disappear.

Federal employees finding these changes unbearable will be welcome to join the private sector.

I don't remember seeing any feedback on Negroni's recommendation. I know the Air Force still has rank.

Could someone please tell us the story behind this wonderful monograph? Was it unpublished until now? Was it a contribution to a symposium? I gather from the notes that it was written after the Soviet Union's collapse, but can the date be more precisely given? It's odd that such information was not provided in the first place. Thanks to anyone who can provide it now.
