Japan postal reform will create world’s largest bank

Japan's lower house of Parliament approved legislation to create the world's largest bank by privatizing the state-run postal savings and insurance system by 2017 (The Japanese Post Office offers savings accounts in addition to mail service). If it can happen in Japan, why not here?
