I know when they pay the FCC or FDA or another association a fine, that they don’t start handing cash out to all the people who bought over priced ram due to price fixing. So if anyone could please tell me where the money goes from the fine?

The fines simply go to the U.S. Treasury. It gets thrown in with the giant pot of confiscated wealth.
